| Comments: Seller will not send gun from an FFL dealer because it will cost him extra money and he does not trust the dealers near him, He has cxed sale. I was ready with full payment and FFL dealer to send gun to. Pistol purchasing from out of NY state requires sellers to send hand guns from an FFL to an FFL. |

| Rebuttal: Buyers are required to know the rules governing gun transfers where they live before they bid. This gentleman had never done this before and didn't realize what was involved in a sale of this type. |
